Task I – Advance the effort to develop performance-based methods and specifications for asphalt emulsions. A goal will be development of surface performance-graded (SPG) emulsions.
Task II – Encourage adoption of uniform national standards
Task III – Advance quality assurance, training, and certification
Task IV – Ensure the implementation of new test methods, quality systems, and future research
